The Committee on Small Business moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 2591 -- “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §11-13DD-1, §11-13DD-2, §11-13DD-3, §11-13DD-4, §11-13DD-5 and §11-13DD-6, relating to providing a temporary, capped tax credit to small businesses of up to fifty percent of the costs of branding, marketing and advertising of agricultural or manufactured products produced or manufactured in West Virginia; establishing limits that may be credited against certain taxes; requiring the West Virginia Tax Commissioner to promulgate legislative rules for the implementation of this new article.”
